Introduction

علم آداب الملوك

هو معرفة الأخلاق والملكات التي يجب أن يتحلى بها الملوك لتنتظم دولتهم وسيأتي تفصيله في علم السياسة.

وفيه كتاب الشيج القاضي الفاضل علي بن محمد الشوكاني سماه: الدرر الفاخرة الشاملة على سعادة الدنيا والآخرة.

قال في: مدينة العلوم: علم آداب الملوك هي أحوال رسمها الأمراء والملوك بالتجارب والحدس والرأي مما ينبغي أن يفعله أو يجتنبه.

وكتاب نصيحة الملوك للإمام الغزالي نافع في هذا الباب

ومن الكتب المصنفة فيه سراج الملوك للإمام أبي بكر بن الوليد بن محمد القرشي الفهدي الأندلسي الطرطوسي نسبة إلى طرطوسة - بضم المهملتين - بالأندلس في آخر بلاد المسلمين وسلوان المطاع في عدوان لابن ظفر انتهى وقد طبع هذا الأخير بمصر القاهرة في هذا الزمان وانتشر خبره في الجوائب

علم آداب الوزراء

ذكره أبو الخير من فروع الحكمة العملية وهو مندرج في علم السياسة فلا حاجة إلى إفرازه وإن كان فيه تأليف مستقل ك الإشارة وأمثاله.

وفي مدينة العلوم: هو علم يتعرف منه آداب الوزارة من كيفية صحبة السلاطين ونصحية الرعايا وأن يذكر السلطان ما نسيه ويعينه على أمره بالخير ويردعه عما قصده من الجور وكتاب الإشارة إلى آداب الوزارة نافع في هذا الباب وفي كتاب نصيحة الملوك وسراج الملوك ما يكفي انتهى.

قلت: وفي كتاب الدرر الفاخرة المشتملة على سعادة الدنيا والآخرة للشيخ العلامة العالم الرباني القاضي علي بن محمد الشوكاني فصول تتعلق بآداب الوزارة أتى فيه بما يقضي حق المقام وقد وقفت

عليه وانتفعت به في كتابي إكليل الكرامة1 في تبيان مقاصد الإمامة وبالله التوفيق.

1 ووقع فيه نسبة كتاب الدرر إلى محمد بن علي الشوكاني وكذا في غيره بناء على غلط الناسخ الأول للكتاب المذكور فجاء السهو في النسخ الثاني فليتنبه له من يقف عليه لآن الكتاب لولد الشوكاني لا للشوكاني نفسه منه ظله العالي.

علم تدبير المنزل

هو: قسم من ثلاثة أقسام الحكمة العملية.

وعرفوه: بأنه علم يعرف منه اعتدال الأحوال المشتركة بين الإنسان وزوجته وأولاده وخدامه وطريق علاج الأمور الخارجة عن الاعتدال ووجه الصواب فيها.

وموضعه: أحوال الأشخاص المذكورة من حيث الانتظام ونفعه عظيم لا يخفى على أحد حتى العوام: لأن حاصله انتظام أحوال الإنسان في منزله ليتمكن بذلك من رعاية الحقوق الواجبة بينه وبينهم ويتفرع على اعتدالها كسب السعادة الآجلة والعاجلة.

والأخصر: أن يقال: هو علم بمصالح جماعة متشاركة في المنزل.

وفائدته: أن يعرف كيفية المشاركة التي ينبغي أن تكون بين أهل المنزل.

واعلم: أنه ليس المراد بالمنزل في هذا المقام البيت المتخذ من الأحجار والأشجار بل المراد التآلف المخصوص الذي يكون بين الزوج والزوجة والوالد والولد والخادم والمخدوم والمتمول والمال سواء كانوا من أهل المدر أو أهل الوبر.

وأما سبب الاحتياج إليه: فكون الإنسان مدنيا بالطبع وكتب علم الأخلاق متكفلة ببيان مسائل هذا الفن وقواعده وأشهر كتب هذا العلم كتاب: بردوش وفي هذا العلم كتب كثيرة غير هذا.

علم ترتيب العساكر

هو: علم باحث عن قود الجيوش وترتيبهم ونصب الرؤساء لضبط أحوالهم وتهيئة أرزاقهم وتمييز الشجاع عن الجبان واستمالة قلوبهم بالإحسان إليهم فوق الإحسان إلى الضعفاء من الأقران وتهيئة آلات القتال وألبسة الحروب والسلاح.

ومن آداب قود العساكر أن يأمر كلا منهم بالزهد والصلاح ليفوز بالخير والفلاح يأمرهم أن لا يظلموا أحدا ولا ينقضوا عهدا ولا يهملوا ركنا من أركان الشريعة فإن إهمالها إلى استئصال الدولة ذريعة أي ذريعة هذا تلخيص ما ذكره أبو الخير وجعله من فروع الحكمة العملية لكنه على الوجه الذي ذكره مندرج في علم سياسة الملوك بل الأمور المذكورة من مسائل ذلك العلم.

فأقول: ينبغي أن يكون موضوع هذا العلم ما ذكره الحكماء في كتب الثعلبي الحربية فهو علم يبحث فيه عن ترتيب الصفوف يوم الزحف وخواص أشكال التعابي وأحوال ترتيب الرجال والغرض منه والغاية لا يخفى على كل أحد.

وقالوا: إن الرجال كالأشباح والتعابي كالأرواح فإذا حلت الأرواح الأشباح حصلت الحياة.

وقد أجرى الله سنته أن كل عسكر مرتب التعابي منصور.

وقد صنف فيه بعض الكبار رسائل ظفرت ببعضها - ولله الحمد - وسيأتي في علم التعابي وأنه: هو ترتيب العساكر كما عرفه به ذلك الفاضل وفي: كتاب الأحكام السلطانية للماوردي ما يكفي في هذا الباب.

علم الجهاد

هو: علم يعرف به أحوال الحرب وكيفية ترتيب العسكر واستعمال السلاح ونحو ذلك وهو باب من أبواب الفقه تذكر فيه أحكامه الشرعية وقد بينوا أحواله العادية وقواعده الحكمية في كتب مستقلة ولم

يذكره أصحاب الموضوعات بلفظ علم الجهاد ولكنهم ذكروه في ضمن علوم: كعلم ترتيب العسكر وعلم الآلات الحربية ونحو ذلك لكن الأولى أنه يذكر ههنا.

ومن الكتب المصنفة فيه: الاجتهاد في طلب الجهاد وجمعت كتابا في أحكام الجهاد سميته: العبرة مما جاء في الغزو والشهادة والهجرة وللسيد الإمام المجتهد محمد بن إسماعيل الأمير رسالة مستقلة في ذلك الباب ذكر فيها مسئلة: هل قتال الكفار لطلب إسلامهم أم لدفع شرهم؟ وله - رحمة الله - أيضا كلام فيها في: منحة الغفار حاشية ضوء النهار من كتاب: السير.

علم السياسية

اقتصر صاحب كشف الظنون على ذلك ولم يزد عليه.

قال في مدينة العلوم: هو: علم يعرف منه أحوال السياسات والاجتماعات المدنية وأحوالها مثل أحوال السلاطين والملوك والأمراء وأهل الإحستاب والقضاة والعلماء وزعماء الأموال ووكلاء بيت المال وما يجري مجرى هؤلاء.

وموضوعه: المراتب المدنية وأحكامها.

ومنفعته: معرفة الاجتماعات المدينة الفاضلة والمراد به وجه استيفاء كل واحد منها ودفع علل زوالها وجهات انتقالها ومن أعظم أسباب انتقال الدولة الإخلال بركن من أركان الشريعة وقواعد العمارات وكتاب السياسة الذي أرسله أرسطاطاليس إلى الإسكندر يشتمل على مهمات هذا العلم وكتاب آراء المدينة الفاضلة لأبي نصر الفارابي جامع لقوانينه.

ومن الكتب الجامعة لهذه العلوم الثلاثة كتاب الأخلاق الناصرية لنضير الدين الطوسي وكتاب الأخلاق الجلالية لجلال الدين الدواني.

ومن الكتب1 المختصرة الجامعة لأصول هذه الفنون الثلاثة: رسالة مولانا عضد الدين وشرحها تلميذه مولانا شمس الدين الكرماني وقد شرحها شرحا جامعا في عنفوان الشباب فعاد بحمد الله نافعا في هذا الباب انتهى.

وأقول فيه كتاب السياسة الشرعية لإصلاح الراعي والرعية لشيخ الإسلام أحمد بن تيمية الحراني رضي الله عنه وأرضاه مختصر وجدته في مكة المكرمة واستنسختها بيدي لنفسي ولمن أخلفه وهو موجود في دار الكتب لي والله الحمد.

وترجمه بير محمد بن علي العاشق لإعلام حاله إلى السلطان سليم خان وبيان عجزه عن القضاء وسماه معراج الأيالة ومنهاج العدالة زاد فيه أشياء متعلقة بالحرب وبيت المال.

وفي كتابنا إكليل الكرامة في تبيان مقاصد الإمامة فصول مستقلة في هذا الباب

1 ومنها كتاب الطهارة لابن مسكوية الحكيم، وقد طمع من قبل ببلدة لكنؤ، سيد علي حسن خان سلمه الله المنان.

علم قود العساكر والجيوش

هو علم باحث عن ترتيب العساكر ونصب الرؤساء لضبط أحوالهم وتهيئة أرزاقهم وتمييز الشجاع عن الجبان والقوي عن الضعيف.

ومن آدابه أن يحسن إلى الأقوياء والشجعان فوق إحسان الضعفاء من الأقران ثم يستميل قلوب الشجعان بأنواع اللطف والإحسان ويهيئ لهم ألبسة الحروب وما يليق بهم من السلاح ثم يأمر كلا منهم بالزهد والصلاح ليفوز بالخير والفلاح ويأمرهم أن لا يظلموا أحدا ولا ينقصوا عهدا ولا يهملوا ركنا من أركان الشريعة فإنه إلى استئصال الدولة ذريعة أي ذريعة ذكره أبو الخير ومثل له مثالا في موضوعاته ومثله في مدينة العلوم.

قال: وفي كتاب الأحكام السلطانية للماوردي ما يكفي في هذا الباب.

The Science of the Etiquette of Kings

It is knowledge of the morals and dispositions with which kings ought to be adorned so that their state may be well ordered. Its details will be given under the Science of Politics.

The judge and shaykh 'Alee ibn Muhammad al-Shawkaanee composed a work on it entitled The Pearls of Excellence, Comprehending the Happiness of This World and the Hereafter.

In Madeenat al-'Uloom it is said: The Science of the Etiquette of Kings concerns the conditions that princes and kings have established, through experience, intuition, and judgment, regarding what they ought to do or avoid.

The Advice to Kings by Imaam al-Ghazaalee is useful in this field.

Among the works composed on it are The Lamp of Kings by Imaam Aboo Bakr ibn al-Waleed ibn Muhammad al-Qurashee al-Fihree al-Andalusee al-Turtooshee—named for Turtoosha, in al-Andalus at the far end of the Muslim lands—and The Consolation of the Obeyed in Adversity by Ibn Dhafar. The latter was printed in Cairo in this age, and its report spread through al-Jawaa'ib.

The Science of the Etiquette of Ministers

Aboo al-Khayr listed it among the branches of practical wisdom. It is included within the Science of Politics, so there is no need to separate it, even though it has independent works such as The Indication and similar books.

In Madeenat al-'Uloom: It is a science by which one learns the etiquette of the ministry: how to accompany sultans, advise subjects, remind the sultan of what he has forgotten, assist him in what is good, and restrain him from the injustice he intends. The Indication concerning the Etiquette of the Ministry is useful in this field; The Advice to Kings and The Lamp of Kings are sufficient as well. End.

I say: The work The Pearls of Excellence, Comprehending the Happiness of This World and the Hereafter, by the learned, saintly judge 'Alee ibn Muhammad al-Shawkaanee, contains chapters concerning the etiquette of the ministry. In them he fulfilled the requirements of the subject. I encountered it and benefited from it in my work The Crown of Nobility in Clarifying the Aims of the Imamate.¹ God grants success.

[Edition footnote 1] In it, and likewise in other works, The Pearls is attributed to Muhammad ibn 'Alee al-Shawkaanee, based on the first copyist's error in the work mentioned. The mistake then entered the second copies. Let whoever encounters it take note: the book belongs to al-Shawkaanee's son, not to al-Shawkaanee himself. From him—may his high shadow endure.

The Science of Household Management

It is one of the three divisions of practical wisdom.

They define it as the science by which one learns to maintain balanced relations among a person, his wife, his children, and his servants, and the way to remedy matters that depart from balance and to identify what is correct in them.

Its subject is the conditions of the persons mentioned, insofar as they are ordered. Its benefit is too evident for anyone, even common people, to miss: its substance is the ordering of a person's household affairs, enabling him to observe the rights due between himself and them. From their balance arise happiness in this world and the next.

More briefly, it may be said to be knowledge of the interests of a group sharing a household. Its benefit is learning how the association among the members of a household ought to be.

Know that “household” here does not mean a house built of stones and trees. Rather, it means the particular bond among husband and wife, parent and child, servant and master, and owner and property, whether they belong to settled people or pastoral nomads.

The reason it is needed is that the human being is social by nature. Works on ethics cover the questions and principles of this art. The best-known book in it is Bardoosh, and there are many other books on this science.

The Science of the Disposition of Armies

It is a science concerned with leading armies, arranging them, appointing commanders to regulate their affairs, preparing their provisions, distinguishing the brave from the cowardly, winning their hearts through good treatment beyond that shown to their weaker peers, and preparing the instruments of combat, military clothing, and weapons.

Among the etiquettes of commanding armies is to order each of them to pursue asceticism and uprightness so that they may attain goodness and success; to command them not to wrong anyone, break a pact, or neglect any pillar of the religious law—for neglecting it is a very effective means of destroying the state. This is a summary of what Aboo al-Khayr mentioned. He counted it among the branches of practical wisdom, but in the form he described it, it belongs within the Science of the Politics of Kings; indeed, the matters mentioned are questions of that science.

I say: The subject of this science ought to be what the sages discuss in the military works of al-Tha'labee. It is a science concerned with arranging the ranks on the day of the advance, the properties of the various battle formations, and the conditions governing the arrangement of men. Its purpose and end are clear to everyone.

They say that men are like bodies and formations like spirits: when the spirits enter the bodies, life results.

God has established as His customary practice that every army whose formations are properly arranged is victorious.

Some eminent scholars composed treatises on it, a few of which I obtained—praise be to God. It will be discussed under the Science of Battle Formations, which is the arrangement of armies, as that learned author defined it. The Book of Ordinances of Government by al-Maawardee is sufficient in this field.

The Science of Jihaad

It is knowledge of the conditions of war, the manner of arranging an army, the use of weapons, and related matters. It is a chapter of jurisprudence in which its legal rulings are set out. Its customary conditions and political principles have been explained in independent works.

The compilers of the sciences did not mention it under the wording “Science of Jihaad,” but included it among sciences such as the Science of the Disposition of Armies and the Science of Military Instruments. It is nevertheless more appropriate to mention it here.

Among the works composed on it are Striving in the Pursuit of Jihaad. I compiled a book on the rulings of jihaad entitled The Lesson Drawn from What Has Been Reported about Raids, Martyrdom, and Emigration. The Imaam, mujtahid, Muhammad ibn Ismaa'eel al-Ameer also has an independent treatise on this subject, in which he discusses the question: Is fighting unbelievers undertaken to seek their Islam, or to repel their harm?—may God have mercy on him. He also discusses it in The Gift of the Forgiving, a gloss on The Light of Day, in the Book of Military Expeditions.

The Science of Politics

The author of Kashf al-Dhunoon confined himself to this and added nothing further.

In Madeenat al-'Uloom: It is a science by which one learns the conditions of political arrangements and civic associations, including the conditions of sultans, kings, princes, officials of public accountability, judges, scholars, wealthy leaders, treasurers of the public treasury, and those comparable to them.

Its subject is the civic ranks and their ordinances. Its benefit is knowledge of virtuous civic associations, meaning the way to complete each of them, ward off the causes of their dissolution, and understand the directions of their transfer. Among the greatest causes of a state's transformation is neglecting one of the pillars of the religious law and the principles of urban development. Aristotle's book of politics, sent to Alexander, contains the important matters of this science, while Aboo Nasr al-Faaraabee's The Opinions of the Virtuous City gathers its principles.

Two works that gather these three sciences are The Nasirian Ethics by Naseer al-Deen al-Toosee and The Jalalian Ethics by Jalaal al-Deen al-Dawaanee.

Among the concise works gathering the foundations of these three arts is the treatise of our master 'Adhud al-Deen and its commentary by his pupil, our master Shams al-Deen al-Kirmaanee. He wrote a comprehensive commentary on it in the vigor of his youth, and—praise be to God—it proved useful in this field. End.

I add to this The Sharee'a Politics for the Reform of Shepherd and Flock by Shaykh al-Islaam Ahmad ibn Taymiyya al-Harraanee—may God be pleased with him and ennoble him. I found a concise copy of it in Mecca and copied it by hand for myself and those who would come after me. It is present in my library, praise be to God.

Peer Muhammad ibn 'Alee al-'Aashiq translated it to inform Sultan Seleem Khaan of his condition and explain his inability to judge, naming it The Ascent of the Province and the Path of Justice. He added material concerning war and the public treasury.

Our work The Crown of Nobility in Clarifying the Aims of the Imamate contains independent chapters on this subject.

[Edition footnote 1] This includes The Book of Purification by the philosophical sage Ibn Miskawayh. Previously, 'Alee Hasan Khaan—may the Beneficent Lord protect him—had hoped for it in the town of Lucknow.

The Science of Leading Armies and Forces

It is a science concerned with arranging armies, appointing commanders to regulate their affairs, preparing their provisions, and distinguishing the brave from the cowardly and the strong from the weak.

Its etiquette includes treating the strong and brave better than the weaker among their peers, then winning the hearts of the brave through various kinds of gentleness and generosity, and preparing for them military clothing and suitable weapons. One should then command each of them to pursue asceticism and uprightness so that they may attain goodness and success, and command them not to wrong anyone, break a pact, or neglect any pillar of the religious law—for that is a very effective means of destroying the state. Aboo al-Khayr mentioned it and gave it as an example in his classification of subjects; the same appears in Madeenat al-'Uloom.

He said: The Book of Ordinances of Government by al-Maawardee is sufficient in this field.
